活動概述 Abstract

雖然實現SDG14（保護和可持續利用海洋和海洋資源，以促進可持續發展）仍存在巨大資金缺口，但在碳中和愿景下推動可持續藍色經濟發展對于推動實現SDG14具有巨大潛力。因此，探索建立一個以生態系統為基礎的綜合海洋治理框架，最大限度協同實現藍色經濟和碳中和目標至關重要。

國合會海洋專題組將攜手合作伙伴，在聯合國海洋大會期間召開藍區主題邊會，聚焦討論上述議題。邊會將邀請中外高級別官員，介紹推動可持續藍色經濟與SDG14和凈零目標協同一致的戰略；跨界參會者亦將展示在藍色金融、綠色航運和基于自然的解決方案等領域的合作經驗和最佳實踐。此外，邊會擬發布《藍色經濟報告》，為彌合SDG14的資金缺口和推進海洋與氣候協同效應提供政策工具。此次邊會旨在進一步強調科學驅動的治理與合作的緊迫性，以充分發揮海洋在減緩氣候變化和推動可持續發展進程中的重要作用。

SDG14, which aims to "conserve and sustainably use oceans, seas, and marine resources for sustainable development", remains the most underfunded SDG yet holds immense potential for the vitality of the blue economy and carbon goals. It is important to explore approaches to an integrated and ecosystem-based ocean governance framework which is adaptive to maximize the synergies between blue economy and carbon neutrality.

Collaborating with partners, CCICED's Special Policy Study team for Oceans will host a side event during United Nations Ocean Conference, highlighting an integrated ocean governance to maximize synergies between blue growth and climate action. Invited high-level leaders will outline strategies to align sustainable blue economy with SDG14 and net-zero goals. Cross-sector innovators will showcase partnership and best practices in blue finance, green shipping, and nature-based solutions. In addition, the release of the Blue Economy Report will offer policy tools to bridge SDG14's funding gap and advance ocean-climate synergies. Ultimately, the event underscores the urgency of science-driven governance and collaboration to unlock the ocean's vital roles in climate mitigation and sustainable development.
